I had similar issues,17 mpg,same Bhp as yours when it shouldve been 100 Bhp more,,,,Check the Pipe coming off the Turbo isn't split !!!!,,THAT'S what my problem was,,,looking at it from what i could see from above,it looked fine,,,but once it was taken off,,it was split 3/4 of the way...
