i had this problem and replaced everything except the radiator.. then changed teh fan clutch and the problem went away.. unless i go on long trips.. but in traffic it's not bad.. if you can turn the fan with your hand and it show little resistance then it's bad. Engine off of course..
What is the stock thermostat? 180 or 190. What about running a 160?
