Probably a BHG and lots of dry rotted hoses and gaskets. Seals are probably shot too. Put Put Put and white smoke out of the tailpipe on a 186K motor is 95% of the time a BHG. The oil slick could be anything but usually its not a good sign.

Here is my take: A Supra in bad shape is not the car for somebody on a SUPER TIGHT BUDGET. If you are looking for reliability.. buy a Honda. A Supra in bad shape is going to cost you some serious cash to make reliable.
