if you don't have the skill / dedication I suppose you only have 1 option! but I can tell you from experience driving a car you built feels a hell of alot better than a car that you bought.
Lots of good advice here. These are expensive cars to build / maintain and they are awful investments. But i love mine and can never see being without a mk3. Start with a nice clean one that runs and start saving to build another motor. You can build a nice 7m for the price of a properly done...

I had to order a butt load of shims when I did my cams, it was 7 years ago so I do not remember what I used. If I was you I would call up Kurt at Elmhurst Toyota and order through him. They have awesome prices and he is a 1jz / 2jz expert.
Peak power will be better with 264s compared to 2j cams. But the response and low mid range will be better with the 2j cams. Now that i am drifting i want the low and mid range response.
Fwiw I run my "small core 272s". (Lift similar to most 264s, but 272 duration) With stock cam gears. I only pull about -13 in at idle. my powerband is not great, I wish I went with machined usdm 2jzgte cams.
