Makes no sense. There should be a hole in the banjo bolt to feed the rail. The dampener just screws into the end of the rail to provide a spring loaded volume. It sounds like you're referring to the fuel pressure regulator, not the dampener.
Gotta agree with the others in that it sounds like pirate air. The AFR should always be right around 14.7 during steady state cruise and idle. Some engines idle just a tad leaner but not very much.
It provides no restriction Jake. It's really nothing more than a tiny hydraulic accumulator. Too much of an increase in fuel pressure will reduce it's effectivness though because the spring is calibrated.

The ECU sends out 5 volts to everything so I doubt it's at fault. Has to be wiring or the AFM itself. Can you get the engine to run at higher than idle by holding the throttle plate open? Will it run with the AFM unplugged? It should.
