Err, anytime after you've had the fuel system open you should jumper the pump and do a leak check. It also pressurizes and primes it for the start. Yours wouldn't be the first car to burn up from not doing this.

On a cold start you should hear the fan for a few seconds and then it'll drop off. On a hot engine the fan should run at about 45% of water pump speed at idle. When the rpm is brought up to 2500-3000 you should both see and hear the fan speed drop off. If you're not sure you can use a timing...
