Loss of the speed sensor effects a lot more than cruise control. The ECU uses it for several things as does the TEMS system and auto tranny ECU if one is installed. I'm not near my reference materials but iirc the speed sensor is one input used to determine when to resume injection after a decel...

It's to let air bubbles that can collect behind the thermostat pass when the thermostat is closed. On Supras I don't drill it out but I often cut it off. Course, unless it's mounted at 12 o'clock none of that does any good.

Code 11 is power loss to the ECU. Bad connection somewhere. EFI fuse, main relay, ignition switch, bad wiring, ect.
Looks to be straight PG like the Evans stuff except this you cut with water. That makes it no different than the low-tox PG coolant you can buy at auto stores. In either case PG isn't as good as EG at heat transfer, especially pure PG like Evans, although it'll let you run a zero pressure...
