Checked things out, welded part seems to be ok. Would plumbing an oil catch can in to the system with seperate lines from each valve cover and capping off the throttle body port potentially fix this?
EDIT: After doing some research, looks like I'd need both valve cover lines and the throttle...
Actually, now that you mention it I had the car in the shop just a little while ago and one of the connectors on top of the valve cover for the PCV was loose and kept popping out, so the shop welded a small piece of pipe in place. I'll check and make sure that's not restricting it at all.
I can tell you that doesn't happen for sure. I check under the oil cap while the car is cooling off usually after a good hard run (BHG paranoid much...yes). No smoke or unusual smells. Doesn't noticeably burn any oil either. Haven't had to add any between oil changes before.

The reason I had to replace my EGR cooler plate gasket. Toyota one is a composite or some sort, probably graphite or something. None the less, paper/cardboard burns up, whatever Toyota sells doesn't.

If it hasn't been run hot or overheated, it should be fine. If you haven't owned the car for it's entire life though you really don't have any idea of how well it's been taken care of or how badly it's been abused in the past. This is to cover your back ;)

Correct me if I'm wrong (this is an honest I don't know question), but doesn't the fuel pump run 100% all the time anyways? I know there's a 9V/12V switch, but beyond that, it's either on or off I thought. That's what a pressure regulator is for, isn't it?
