The reason you only hear the fuel pump when your clutch is depressed is because of the neutral safety switch. It means your clutch switch is doing it's job ;). Beyond that though, it's going to be some testing with a multimeter to see what the problem is.

When you say that you forgot to plug it in, did you forget to plug in the vaccuum lines or the plugs? The VSV's under the intake manifold are for the EGR and fuel pressure control with warm starts. I'm pretty sure it would start if the electrical wasn't plugged in, but not sure if it would...

Whatever you end up doing, make sure you get a Toyota EGR cooler plate gasket. 99% of the aftermarket ones are paper/cardboard type gaskets and they'll burn up. And believe me...that thing is a PAIN to change with the engine/head in the car.

Cold day vs warm day? That can make a difference of a psi in fuel cut. Especially with the larger IC piping. I typically hit it around 10psi on my car on a cooler day (50F).
