Try checking for wetness under and behind the thermostat housing down by the power steering pump. I had a small leak from the hose there that collected in about the same area but definitely not as much as what you're seeing.
You can check for a boost leak, but that sounds pretty close to normal behavior. Mine cuts closer to 11-12psi, but I can pull first and second no problem (unless it's an unusually cold day).

It's my DD and I haven't been able to pressurize the intake to find it. It doesn't leak under vacuum. Everything still runs fine, just running a bit rich and cutting early/boosting low.

Get a Toyota EGR cooling plate recirc gasket. The one in that kit looks like it's a cardboard type gasket and it needs (absolutely necessary!) to be a metal composite type. The cardboard one WILL burn out and it's a PITA to do after the engines already in the car.
