well...you see...i actually don't. some dope before me removed whatever stereo was there...the mounting brackets...AND the wiring harnesses SEE? here is that signal booster...thing. there's the power cable as well. oh and that brown wire is the booster's power lead

is the clear coat only in one spot? if its a small spot you might be able to just sand and overlap one section. but if it were me i would sand the whole car and give it a fresh clearcoat. personally if i were serious about that i would go to a local pro paint shop and ask what to do, then go...
