Steering hard all the time

I have an 88 n/a and when I bought it the guy told me it needs a new steering pump, he had one that was used. I put on the used one with no change, yes I primed it, yes I bled it. My big question is, did the rack go bad from being driven with no fluid in it? Is the pump perhaps not the problem. Just new to supras and wanted to see if the racks are a weak link or pump. Any help? Thanks in advance.

Sure is, whines very tiny sometimes when driving straight, then of course while turning either way its much louder. If you rev it while turning, it lessens the umph it takes to turn, but still takes a load of muscle to turn.

usually a whining noise or any noise except belt slipping would indicate there is significant cavitation. Does this have a factory tank with the correct feed hose? Is the idle up vacuum hose attached and not broken.
