ISCV Voltage at plug pin SV1 AEM v1 Question

My car is currently running an AEM V1 and this is how it came when I picked it up from the last owner. It has always started and idled like shit, so i started looking at the ISCV and was doing some electrical test and i think i may have found the issue with it but wanted to see if this stands out as something out of normal to anyone else.

I was volt testing the plug itself ( that goes to the ISCV on the harness side) and per the TSRM i do get constant 12v on the two middle pins ( B1 & B2), i also had a 12v voltage on S2. I'm fairly certain this should never be the case ( with the plug not hooked up to the ISCV). My understanding in that S1 - S2 - S3 - S4 are switched grounds that are used to control the movement of the plunger.

I didn't have any more time to do anything other than this, i plan on doing continuity test on the harness and pins and taking a look at the EMS, as i'm pretty sure something is messed up.

Anyone else have any thoughts?
