Likely just a regional thing. I've only ever seen the "ribbed" version myself, and I've seen a lot of MkIV wheels over the years.

It's been widely discussed (widely as in I've heard or read about it hundreds of times in the last ten years and seen them in person many times) that the later wheels did not have the ribs and also that they weighed slightly less for that reason. The "ridges" and weights are mentioned on www.mkiv.com FAQ:

2. i'm thinking about getting aftermarket wheels. how much do the stock wheels weigh?
a set of 93-97 polished rims were as follows:
fronts: 24.75lbs
rears: 26.55lbs

the 98 polished rims are a bit lighter without the ridges in the centers
fronts: 23.6lbs
rears: 25.4lbs

these are exact weights taken from a mailing center, not a home scale.
