Ok so I got it all working. My cable was fine. Somehow when I was sliding the overlays over the gauge I moved the needle past its zero out point causing the needle to keep moving so I held the stop and twisted the needle back to zero and it all works perfectly.

No I left the needle on, but it did take a lot of forcing it to get it on. The cut out was not big enough. I actually ended up cutting the hole bigger to get it to fit. Everything on the speedo cable is metal, so if there is supposed to be a plastic piece it did break off. But I don't...
