If you washed the engine you more than likely got the plugs/wires wet causing them to misfire. That is most likely the cause of power loss. Remove the plugs and let everything dry out.

Well i fixed the idle issue, but the fan noise remains. I checked the stock electric fans when the noise came in and they are not coming on. I know its the cooling fan because the volume of air being moved greatly increases. Like i said it goes in and out about every 5 mins. Its the same sound...
