Yes, any Turbonetics, Garrett or similar P-trim housing should fit.
I bought a garrett copy T4 0.84 divided P-trim for mine and had it machined out to Q-trim for my T4 Q-trim MP T70.
If you have two fuel pumps installed but only one wired up, do you have a one way valve on the un-wired pumps fuel line before the tee, so that the wired pump does not push fuel backwards out through the other pump?
My injector calculator says 450rwhp (dynojet) would be about 85% duty cycle which is fine. As the OP is only after 400whp (about 75%), the 550cc will be fine for him.
Your tuner is being very conservative. The 550cc injectors are good for 500whp assuming the rest of your fuel system is up for it.

The 550cc injectors are good for much more then 400rwhp so thats fine.
The stock JDM ecu with the EManage is fine as well.
The Holset should make that hp okay.
As mentioned a suitable fuel pump and tuning are needed as well.
I am running two stock feed lines (teed at the bango at the top of the hanger) feeding each end of the rail with a single stock return line. A mate took his stock feed line out so this made for an easy and cheap way to double the flow.

Why not run one big pump like the Walbro WSP330 or the Walbro 416? Then you don't need to worry about what happens if one pump fails. I've made 670rwhp @ 24psi with the WSP330 using E85 so they can flow enough fuel for big hp.

The T70 is a very different turbo to the GT45 series turbo so you cannot easily compare the two turbos.
The GT45 is a big frame turbo whereas the T70 is a small frame turbo.
The GT45 (MP4598 series) has a 68.9mm compressor wheel compared to the T70 with 69.1mm so pretty similar wheel inducer...
