Normal configuration for the wastgate actuator is right at the end of the turbo discharge. Would it not be possible to use the 3000 tube to provide the "real" pressure after the losses of piping and intercooler etc?

Are you measuring the voltage at the battery terminals? Try measuring from the positive post of the battery to a ground on the vehicle. It sounds like a bad ground to me.

I'm no mechanic, but gaskets do not need to break in, they either seal or they don't.

What do your heat shields look like? I had a drip from the hose that goes up to the 3000 pipe. I was told it is from oil vapour that by-passed the seals in the turbo. I tightened up the hose clamps and everything is good now.
