Not opening, or not staying closed? I understand your problem is you are not building boost, correct? So to build boost your wastegate has to stay shut, The tighter you turn the screw the more base boost you should have. If you keep turning the screw and trying to build boost but nothing is happening then you need to check for other problems like a boost leak and so forth. I think the spring tension on those is like 6-8 pounds so you should see some boost without ever adjusting it in, Before you give up on the waste gate take it off and check that the plunger operation is good, if it is then that is probably not your issue. Do you have the vacuum hose attached to your manifold after the throttle body and into manifold pressure? do you have a boost controller?
If you are still having issues after you check those things then post a pic of your install and I will try to help you through it.

I am building boost, ITS NOT OPENING!!! It overboost & the wastegate opens on decel, I am like WHAT THE FUK??? Now, The wastegate come with a top nipple, But it has a plug on the side, I know the Tial wastegate have a top nipple & a side nipple, We always use the side one, But this Wategate from DM, just had the top nipple, So i assumed that can be the problem.....

I see, try unscrewing the adjustment all the way out and tell me if it still overboosts, The only other thing that I could see going wrong is a stuck plunger, If screwing the adjustment out doesn't help then take it off and check the operation manually to make sure it opens. Also, I am not sure on the nipple placement, you might want to switch the nipple ports to the side and the plug to the top and see if that fixes it. If that doesn't work contact DM next week.

The bottom fitting is the only one used unless you have a boost controller. This is a standard thing for all external wastegates, not just the one you got from us. If you plumb it wrong it will overboost. The side port always connects to the turbo outlet on all external wastegates.

I figured that, I did not put full attention the first time i installed it, The side plug was plug with a allen wrench bolt... Ill take it off tomorrow & ill let you know, Thanks guys..
