my car will boost up to 5 psi but it is not making power. i think it is a faulty bypass valve but i am not sure. is there a way i can test it?

The bypass valve recirculates into the intake. That won't hurt your power. Unless you have a leak, in which you will also have a stalling condition.
How down on power are you? 5psi is pretty close to stock.

it will build up to 5 psi but i think the valve is stuck open or something so it cant make power. it just kinda stumbles after 3000 rpms

It stumbles at 3000 rpm? At WOT?

Sounds like a boost leak...are you getting a check engine light or any error codes?

when i go WOT at about 3500rom it reaches peak boost at like 5psi and as it revs higher to like 5500 it slowly drops to like 4psi, but i never thought anything of it... is that also a bypass valve issue or a boost leak?

i think my check engine lightbulb is blown so i don't know if I have any codes. I had a boost leak in the turbo to intercooler hose and when I got up to 3000 rpms I could hear the turbo blowing the air straight into the atmosphere. It would also put out a cloud of black smoke. I replaced that hose and now it boosts to 5 psi past 3000 rpms but I still here the same sound. No black smoke though. does anyone know what could cause this?

Lots of things. FIRST fix that check engine light. It's used for the very first step in just about anything engine related on this car - checking for codes.

^ As GrimJack stated, check codes FIRST, THEN ask questions. ;) It would have saved the above 9 posts. ;)
