Ok, so i replaced my isc because everytime i started up my car cold or hot it went straight to 650rpm or whatever idle is at, It didn't idle up like it's supposed to. So i replaced the isc and the gasket broke, so i slapped it back together but the idles going up and down.... does that mean my ISC is bad, or a simple Vaccum leak?

You said it yourself. The gasket broke and it will affect the idle pretty bad. Either get a new one or buy some gasket material and make one yourself.
The ISC valve is from the junkyard or new?

Hell, for those kinds of gaskets a cereal box or similar works just fine. I tend to use beer cartons because I rate automotive work in beers, not time. ISC cleaning and replacement is a two beer job ;)

lol, it's a used one from someone here on supramania. I'll make a gasket and see what happens.

I made my own gasket and it does the same thing, up and down. I made a good Gasket... I slapped my old isc with the same gasket and it idles fine, Just doesn't idle up, and That's what i need. So is this new ISC bad? I just bought it from Tubbie.
