Possible Cat/Testpipe option?

Randy, I was wondering if it was possible to take a stock catalytic converter, bore out the inside, and weld a pipe through it. Then it would appear that you have a cat, but it would actually be a test pipe inside. I hope I'm explaining this right. Here in NC we only have to pass visual inspection for exhaust and I thought this might be a clever option for running a test pipe. If you can do this, how much do you think it would cost, shipped to NC, zip 27560?

I could do this, but I wont, it comes pretty close to "tampering" with emmisions equipment. I would just use a stock cat for inspections then a testpipe for the rest of the time.
