Tie-down points next to engine undercover

In the following picture from the parts catalog are the two plates marked 51961 structural?
By that I mean, do they hold any part of the radiator shroud in place?

The lower bolts look innocent enough, but I haven't seen both ends of the top one yet.

This is where I am hooking up a bracket for a tow bar and the open holes in the plate are too big... I plan on filling them by welding and grinding, but don't want to do it under the car. I guess I will figure it out fast enough as I hit them with an impact :) But I'm sure one of you knows and can save me the sweat. Thanks in advance.

I took the two hooks and bolts out to fit intercooler piping with no known to me adverse affects. Pretty sure going off memory that the bolt just runs through a plate pretty much to a bolt welded on the other side.

Edit: They came off no sweat! Should have done a long time ago.
